1 Mission & Scope
We collate documents and first‑hand statements that relate to undisputed invoices, promissory notes, or court filings involving Cure Data, Oquant, and their affiliated entities. All materials are hosted so that:
- creditors can see who else is affected and coordinate recovery efforts;
- the companies can verify the information and, if appropriate, settle the claims;
- researchers and journalists can rely on primary sources rather than hearsay.
We expressly avoid speculation about motive or intent, and we do not make any criminal accusations. Where facts are in dispute we publish each side’s position verbatim.
2 Key Allegations
Cure Data and Oquant, founded by Elliott Donnelley II, Muhammad Ali, and Saurabh Joshi, are alleged
- to repeatedly commission services (market data, website design, cloud hosting, cloud architecture and trading strategies design, dinners and lunches, personal training, and others) with no intention of paying for them,
- to have changed its email addresses, registered postal addresses, and telephone numbers shortly after invoices became overdue to avoid debt collectors, and
- to provide intentionally false material information to suppliers, clients, investors, potential investor, governments, partners, employees and various 3rd parties.
It is further alleged that
- Mr. Elliott Donnelley II told at least one creditor to “look me up,” when discussing outstanding debts. The creditor interpreted this remark as a suggestion that Mr. Donnelley’s personal resources could give him an advantage in any future legal proceedings. Mr. Donnelley has been invited to comment on this account.
- Mr. Elliott Donnelley II attempted to close Oquant (a Delaware registered company) in 2023 with the potential intent to erase its astronomical debts and instantly recreate it in Canada. It’s unclear why the new Oquant would be successful and what the actual role of Oquant is for Mr. Donnelley.
- Key people working for Oquant, or Cure Data allegedly resigned due to their inability to distinguish what is true and what is not in the communications from Mr. Ali and Mr. Donnelley and for the lack of promised payments. For example, Mr. Ali allegedly sent messages that the payments have been made, but in reality, no payment has been made.
Some commentators have raised concerns about the numerous overlapping start-ups associated with Muhammad Ali and Elliott Donnelley II, observing that these ventures appear not to have been initiated with a genuine intent to achieve commercial success—indeed, most, if not all, have reportedly failed to generate any revenue. Speculative explanations suggest that these entities may be serving alternative purposes; however, no formal allegations have been substantiated.
While Oquant has been established in the Feb 2016, if not earlier, and thus does not count as a startup by the definition of number of years of inception anymore, and while it allegedly raised millions of USD from high worth individuals, its revenues have been apparently zero USD. The name Oquant comes from Options Quant as the firm has been established to advance options analytics but made no progress in any way. There is no evidence of any real achievement behind the company.
Despite ongoing attempts to recover unpaid balances from both entities (substantially more than >1m USD), creditors remain burdened by substantial outstanding debts that continue to escalate.
